I worry about the third ingredient, isopropyl isostearate. Isopropyl isostearate acts as a lubricant on the skin's surface giving it a soft and smooth appearance. It may also act as a binder. But overuse will cause the thickening of the skin and it's highly prone to breakouts. Skin around eyes is thin which makes it even more sensitive to this ingredient.
On the good side, there is palmitoyl pentapeptide-4 which is synthetic peptide that may stimulate collagen synthesis and help fill in wrinkles. The silicone content also instantly smoothes out fine lines. Caffeine in skin-care products is claimed to reduce cellulite or puffy eyes. But the claim lacks solid evidence..
