This product is formulated with one purpose in mind, to moisturizer. It is richly fused with cocoa butter which is a creamy emollient that promotes skin suppleness and water retention, especially for dry skin. In addition there are also mineral oil and vaseline, both are excellent moisturizing factors. Dry skin would be soothed using this very moisturizing product.
Only one ingredient makes me worried, propylene glycol (PG). PG is derived from petroleum and used in cosmetics as solvents mostly. It is the fifth abundant ingredient in this product. The problem with PG is that it is easily absorbed through skin and is a potent skin irritant. PG could provoke skin irritation and sensitization at concentration as low as 2%. In fact U.S. Environmental Protection Agency (EPA) has issued a warning to avoid PG skin contact to prevent brain, liver, and kidney abnormalities.
The key word with ingredients such as PG is "accumulation". When you use product containing these ingredients for 1 week or even 1 month, you may very likely don't feel any reverse reactions. But still the ingredients are penetrating through skin and into the bloodstream and accumulating. The trace amount of these chemicals may not be of significant concern, but as you use these products often and long enough, the accumulated and concentrated hazardous ingredients will have increased chance to contribute to disease trigger.
The ingredient geranium maculatum oil in fact is fragrance even though the product claims it is fragrance free.
