This is a good eye cream. There are many powerful ingredients.
Besides water the second abundant ingredient is stable form of vitamin C. This product has rich vitamin C content which has potent anti-inflammatory and antioxidant properties that prevents aging.
This product is richly moisturizing including moisturizing factors such as squalane. A powerful ingredient is phosphatidylcholine. Phosphatidylcholine is the natural component of cell membrane. It is considered an excellent water-binding agent and enhances the penetration of other ingredients into skin. In the same category is the ingredient tamanu oil (Calophyllum tacamahaca). it is derived from a polynesia-originated tree. It is composed of phospholipids and glycolipids which are natural constituents of skin so it has been used in cosmetics as effective emollient. It may have some anti-inflammatory properties.
The ingredient dimethylaminoethanol (DMAE) has only been demonstrated by Dr. Perricone himself that it may prevent cell deterioration and therefore aging. However according to newer studies DMAE may cause seriously negative reaction in skin cells. None of these studies are conclusive to date.
Undecylenoyl phenylalanine inhibits melanin production and therefore lightens age spots and hyperpigmentation. So this product may improve pigmentation as well.
There are also impressive antioxidant content. For example resveratrol is major and potent antioxidant in red grapes and in red wine. It also has significant anti-inflammatory properties. Hydroxydecyl ubiquinone is an antioxidant that protects cells from environmental damage, improves the appearance of fine lines, reduces dryness, and smooths skin texture. Although it is very similar to CoQ10, it’s more water soluble and has a slightly different anti-oxidant profile.
In terms of specific effect for eyes, the ingredient hesperidin methyl chalcone stimulates blood circulation and may help reduce dark undereye circles.
At the bottom of the list there are some peptides. Dr. Perricone claimed that neuropeptides are peptides released by brain cells as intercellular messengers. While manipulating the neuropeptides, neurotransmitters and hormones that are in the brain to help slow the aging process. However the reality is that the size of typical peptides are too large to be absorbed through skin pores and reach epidermis. Epidermis is the layer beneath the surface of skin (dermis) and it is where collagen and elastin proteins reside. If the peptides can't be delivered there, they are simply wasted. Besides they are at the bottom of the ingredient list, which means there are not a lot of them.
Overall I consider this a high quality eye cream.
